About The Revision

Using the Revised Edition

The revision of 15 December 2000 was a general revision, followed by updates on 15 December 2002, 2004, 2006, 2008, 2010, 2014, and 2022. The legislative database not only displays the updated laws during that period but also includes all the laws in force at that time. Each subsequent revision revises only those Acts and regulations that were enacted or amended after the previous revision date or affected by them up to and including the new revision date. When an Act or a regulation is revised, the previous version is repealed and replaced by the new version. The repeal is formal, meant to clear obsolete versions of the law. It is essential to ensure that you have the most recent revision of an Act or regulation and that it is cited properly.

On the website table, the most recent revision date is indicated in parentheses below the number of the Act or regulation, formatted as day, month, and year (e.g., 31/12/2022). When citing an Act or regulation replaced by a revised or consolidated version after the revision of 31 December 2022, the date should be added after the chapter or regulation number to specify the version referred to. Note that the Act and various regulations under it may have different revision dates.

Not all the Acts and regulations in force on that date are included in the Revised Edition. Some Acts and regulations were excluded. Acts and statutory instruments of the United Kingdom that are applied or extended to Anguilla, including local statutory instruments, can be obtained from the UK website. Note that Acts of the United Kingdom applied or extended to Anguilla, including local statutory instruments, are not included in the Revised Edition.

The numbering system for Acts in the Revised Edition is an expandable alphanumeric system. It was developed to enable each new Act to be placed alphabetically among all the Acts in the Revised Edition and numerically among the Acts starting with a specific letter of the alphabet.

The numbering system for regulations consists of the alphanumeric number of the Act, followed by a hyphen and an Arabic number. In the first Revised Statutes and Regulations of Anguilla (15 December 2000), all regulations were put in alphabetical order, and Arabic numbers were assigned. Regulations added after that date are numbered in the order of their revision.

Each principal Act and regulation enacted after the first Revised Statutes and Regulations of Anguilla (15 December 2000) and included in the Revised Statutes and Regulations of Anguilla (31 December 2022) has two numbers: the "as enacted" number (assigned in the House of Assembly for an Act and by the Clerk of House for a regulation), and the alphanumeric number assigned by the Law Revision Commissioner when it becomes part of the Revised Edition. This is a new procedure in the Caribbean, and care must be taken to avoid confusion. As previously mentioned, when an Act or regulation is revised, the previous version is repealed and replaced. Details of the disposition of each principal Act and regulation, whether by the Revised Edition of 31 December 2022 or otherwise, are set out in Schedule 3 of the Information Schedules, 2022, in Volume 12 of the printed Revised Edition Set.

To assist users, an Index of Statutes and Regulations of Anguilla in force as of 31 December 2022, showing Amendments and Revisions, is included in Volume 12 of the printed Revised Edition Set.

Users of the Revised Edition should note the inclusion of the abbreviation in the annotations of various provisions: “Am. in L.R. 31/12/2022.” This means amended in the Law Revision of 31 December 2022 and indicates a correction to a cross-reference or another change in a provision made by the Law Revision Commissioner under the Revised Statutes and Regulations Act, R.S.A. c. R55.
